Student Congress ParticipantsWelcome to the Student Congress section of our website. In Student Congress, students have the opportunity to research and write pieces of legislation that they feel will better the society in which we live, just like our state and U.S Senators. At a tournament, debaters will then speak on the legislation while using proper parliamentary procedure. Judges score each competitor based on argumentation ability (organization, content, logic, documented support), speaking technique (oral and physical presentation and style), knowledge of parliamentary procedure, and overall participation. In each session of Congress, a student will act as the Presiding Officer. Robert's Rules of Order is the definitive book on parliamentary procedure.

CCT has added a new way to submit Student Congress bills over the internet. You can submit your bills and resolutions over the internet (in proper format!!!) by using our Student Congress bill/resolution submission form. Before you submit your legislation, please read these instructions.

Instructions:
Your bills should be concise, well written, and no more than one page in length.
Once you have submitted your legislation for review and approval, CCT will review it. If and when it is approved, it will be included in the list of bills for the coming tournament. It may be modified by CCT before it is approved. If legislation appears below and is preceded by a clause that says it is pending, it means that it will be compared to other legislation to determine which legislation would be best to use in the upcoming Student Congress round. Because of time constraints in the round, not all legislation can be accepted.

A Resolution to express the displeasure of the United States with the United Nations\' Convention on Law of the Sea (UNCLOS).



1. Whereas, the United Nations Convention on Law of the Sea (UNCLOS) has been signed, but not

2. ratified, by the United States, and;

3. whereas, UNCLOS undermines the sovereignty of the United States by creating the International

4. Seabed Authority (ISA) with its own dispute resolution tribunal which threatens US

5. jurisdiction and control over its trade and commerce, and;

6. whereas, the Law of the Sea Treaty imposes fines, fees, and royalties on deep sea mining that

7. discourage production and free enterprise, and;

8. whereas, this treaty empowers the United Nations to seize technology and share it with other

9. entities that may not have US interest at heart, and;

10. whereas, the funding of the the Law of the Sea Treaty is appropriated to the United Nations without

11. limitations or justification,

12. therefore, BE IT RESOLVED that the United States congress refuse to ratify the United Nations Convention on Law of the

13. Sea..

A bill to make organ donations default.



1. BE IT ENACTED that

2. Section 1: Every citizen shall be, by default, an organ donor. If a citizen does not want to be an

3. organ donor, they must carry notification of their intent with them.

4. Section 2: "Organ donor" will be defined as someone whose organs may be used after death for organ

5. transplants. "Notification" is anything that states their name and that they do not want

6. their organs donated.

7. Section 3: This will be enforced in each by whatever local OPO (organ procurement organization) in

8. the area.

9. Section 4: This law will be implemented January 1st, 2009.

10. Section 5: All laws or parts of laws in conflict with this are hereby repealed.

A bill to stop paying subsidies for fallow fields



1. BE IT ENACTED that

2. Section 1: The United States government shall no longer pay subsidies to farmers for leaving their

3. fields fallow.

4. Section 2: "Fallow" shall be defined as "on which no crops are growing". "Subsidies" shall be defined

5. as "financial payment".

6. Section 3: This bill shall require no enforcement or funding, and shall be implemented on September

7. 25, 2009.

8. Section 4: All laws in conflict with this bill shall hereby be declared null and void.

A bill to ban illegal immigrants from receiving non-emergency medical services in U.S. emergency rooms.



1. BE IT ENACTED that

2. Section 1: Illegal immigrants shall be banned from receiving non-emergency medical treatment in

3. United States hospital emergency rooms as is currently provided by the Emergency

4. Medical Treatment and Active Labor Act of 1985 (EMTALA).

5. Section 2: An illegal immigrant is defined as someone who came over the border illegally and is

6. not a legal citizen. The EMTALA requires that all emergency departments (ED) screen

7. and treat all those requesting "emergency" care, and also mandates that all hospital

8. EDs have specialists on call for all departments providing medical service and

9. specialties within the hospital's capability. An emergency is defined as a cough,

10. headache, hangnail, cardiac arrest, herniated lumbar disc, drug addiction, alcohol

11. overdose, gunshot wound, automobile trauma, human immunodeficiency virus

12. (HIV)-positive infection, mental problem, or personality disorder.

13. Section 3: The Department of Health will oversee and enforce this.

14. Section 4: This shall go into effect June 1, 2009.

Retractable dog leashes shall be made illegal on public streets and parks in the state of Tennessee.



1. Whereas, retractable leashes expand to allow a dog to roam past its owner's control. This type

2. of lead becomes unsafe and becomes a public nuisance. , and;

3. whereas, retractable leashes give a dog an oppurtunity to attack people or animals because of

4. the lack of control of the distance a dog can roam. , and;

5. whereas, a retractable lead allows a dog to trespass on private property for the purpose of

6. elimination or destruction. , and;

7. whereas, the lack of control that a retractable lead provides makes the dog more likely to

8. cause a car accident, injuring itself or others. ,

9. therefore, BE IT RESOLVED that retractable dog leads shall be made illegal on public streets and parks in the state

10. of Tennessee, and the requirement of a maximum six foot non-expanding lead become the

11. standard for public streets and parks in Tennessee. .

A bill to reestablish the gold standard



1. BE IT ENACTED that

2. Section 1: The Department of Treasure shall mint gold coins called Gollars and silver coins called

3. Sollars. The coinage shall be based on exact units of bullion weight. Gollars and Sollars

4. shall be denominated in troy ounces, half-ounces, and smaller sizes if feasible. Gollars

5. and Sollars shall be accepted as legal currencies in the US. The National Bureau of

6. Standards shall be responsible for regulating the variable exchange rates of Gollars and

7. Sollars to Dollars. This exchange rate shall be based on the free market value of the

8. coin's bullion weight.

9. Section 2: The Dollar shall be gradually phased out. By the year 2018, no new Dollars/Federal Reserve

10. Notes shall be printed. When Gollars and Sollars are well established as currency,

11. Congress shall repeal the Federal Reserve Act. Thereafter, Congress shall allocate funding

12. at their discretion to destroy remaining Dollars and never again shall anything but gold

13. and silver be used as legal tender in this United States.

A resolution that horse slaughter shall not be banned in the U.S.



1. BE IT RESOLVED that horse slaughter and the shipping, possessing, purchasing, selling, or donation of horses

2. and other equines to be slaughtered for human consumption shall not be abolished and

3. instead this Congress shall recognize the benefits of horse slaughter for the citizens

4. of the U.S. .

A bill to require all mentally impaired persons to have a RFID implant.



1. BE IT ENACTED that

2. Section 1: The mentally impaired will have a RFID implanted into their person.

3. Section 2: Where in "mentally impaired" shall be defined as: all persons who have been diagnosed as

4. such by a licensed doctor.

5. Section 3: Where in the Department of Defense will have the duty of overseeing and enforcing all

6. implants.

7. Section 4: This bill shall be enforced by January 1, 2010.

A bill requiring all firefighters in Tennessee to have a minimum training before they are allowed to fight fires.



1. BE IT ENACTED that

2. Section 1: A minimum training requirement of 16 hours shall be established for all firefighters of

3. Tennessee. A firefighter may not actively participate in fighting fires until the

4. requirment is met.

5. Section 2: A firefighter is anyone who is a part of a firefighting unit.

6. Section 3: Funding for the training shall be provided by the city governments for their respective

7. fire departments.

8. Section 4: Firefighters, excluding those who have been with a unit for more than 5 years, will also

9. be required to complete an 84-hour basic fire fighting class within 3 years.Those with

10. fewer than 5 years will have 3 years from the date the bill goes into effect to complete

11. the requirements.

12. Section 5: This bill goes into effect on the twentieth of May in the year 2009.

13. Section 6: All other laws that are in conflict with this new policy shall hereby be declared null and

14. void.

2. Section 1: The Student Congress here assembled lift the ban on incandescent light bulbs in these

4. Section 2: The incandescent light bulb being the light invented by Thomas A. Edison.

5. Section 3: The Department of Commerce shall oversee the lifting of the ban.

6. Section 4: The ban shall be lifted by Jan 1, 2012.

7. Section 5: All prior laws in conflict with this are null and void.

A bill to remove the Federal Drug Administration's approval of psychotropic drugs on preschoolers and toddlers



1. BE IT ENACTED that

2. Section 1: The Federal Drug Administration's (FDA) approval of psychotropic drugs on preschoolers and

3. toddlers be removed.

4. Section 2: Psychotropic drugs are: a chemical substance that acts primarily upon the central nervous

5. system where it alters brain function, resulting in temporary changes in perception, mood,

6. consciousness and behavior.

7. Section 3: The FDA will oversee the enforcement of this bill by banning the prescription of

8. psychotropic drugs to children of the preschool and toddler age

9. Section 4: This bill will go into effect 6 months after the time of being passed

10. Section 5: If there are any laws conflicting with this bill, after it is passed the conflicting bills

11. will hereby be abolished.

A bill to reinstate the hand gun ban in the District of Columbia.

2. Section 1: The hand gun ban in the District of Columbia be reinstated.

3. Section 2: For the purposes of this bill "Hand gun" shall be defined as a semi-automatic fire-arm

4. that can be held in the hand and is generally between three inches and ten inches long.

5. Section 3: The enforcement will be the F.B.I. and S.W.A.T.

6. Section 4: This bill shall take action in the year 2009 on September 7th.

7. Section 5: All other laws that are in conflict with this new policy shall hereby be declared null and

8. void.

3. Section 2: Irradiation: When food is passed through a room exposed to radiation to sterillize and

5. Section 3: The food and drug administration will enforce this ban to cease irradiation.

6. Section 4: This ban will start as of January 1, 2009.

7. Section 5: All laws in conflict with this bill will hearby be declared null and void unless it is a

8. state law.

A bill to require the US Department of Transportation to construct a 10 lane speed-limit-free highway outside the city of Boston.



1. BE IT ENACTED that

2. Section 1: The student congress here assembled, in order to facilitate travel in the NE corridor,

3. shall require the US Department of Transportation to construct a 10 lane speed-limit-free

4. highway, similar to the German Autoban, beginning at Boston, MA and running to Washington

5. D.C. The said highway will go near and connect to the outskirts of the following cities:

6. Hartford,Connecticut, New York, NY, Trenton, NJ, Philadelphia, PA, and Baltimore, MD. The

7. "on" ramps for this highway will be one mile in length so that vehicles can reach

8. appropriate speeds while entering this highway. No 18-wheel trucks or motorcycles are

9. allowed on said highway.

10. Section 2: For the purpose of this bill, we will define a speed-limit-free highway as a highway

11. with no legal speed-limit, on which tickets will be given only for reckless driving, none

12. based on speed alone.

13. Section 3: The Department of Transportation will, by the order of Congress, be responsible for the

14. construction of said highway.

15. Section 4: The Department of Transportation will start construction on this project on July 14,

16. 2008, with a projected completion date of Jan. 24, 2009.

17. Section 5: All laws in conflict with this bill shall hereby be declared null and void.

A bill to stop illegal citizens from receiving tax paid services

2. Section 1: No driver's license will be granted to anyone who is not a current U.S. citizen or has

3. some form of proof of legal entry into the U.S.

4. Section 2: A valid driver’s license will be required to receive any service paid for by public taxes.

5. Section 3: Those without a valid driver’s license will be allowed to resume use of publicly funded

6. services if proof of entrance into a “path to citizenship” program is entered.

7. Section 4: The program will be funded by budget surpluses from reduced usage of tax paid services.

A bill to require further oil exploration and to open the Alaska Reserve for drilling in order to reduce out dependence on foreign oil.

2. Section 1: U.S. oil companies will be offered tax breaks based on the percentage of their overall

3. profit that they invest in oil exploration and R&D for alternative energy sources.

4. Section 2: Oil companies will be allowed to drill in the Alaskan Oil Reserve based on the amount of

5. money they put towards conservation and restoration necessary to protect the environment

6. of the Reserve.

7. Section 3: U.S. Refinery companies will be offered tax breaks based on their percentage reduction in

8. the refinement of oil from foreign sources.

A bill to ban panhandling



1. BE IT ENACTED that

2. Section 1: All cities in the U.S. will be required to enact legislation outlawing panhandling around

3. all business and personal residences.

4. Section 2: All those convicted of panhandling will be required to take job training classes in lieu

5. of jail time or fines.

6. Section 3: Local businesses will receive a tax bonus for voluntarily providing job training to

7. convicted pan handlers.

8. Section 4: The funds for training will be drawn from increased tax revenue in downtown city areas.

A bill to raise the legal driving age in the state of Tennessee to the age of eighteen.



1. BE IT ENACTED that

2. Section 1: Tennessee law will be changed to raise the legal driving age to 18

3. Section 2: Tennessee law will be changed to allow teens to receive a driving permit at the age of 14

4. at which time they may drive only with a parent in the car

5. Section 3: If, at the age of sixteen the teen has received no moving violations, they may upgrade

6. their permit to allow them to drive with anyone over the age of 18

7. Section 4: For every two points off a teens license they must wait an additional six months (up to

8. age 20) before obtaining an official drivers license.

A bill to require every high school student in America to take music classes.



1. BE IT ENACTED that

2. Section 1: High school curriculum requirements will be changed to require every graduating senior to

3. have taken at least two music classes and to have played an instrument for at least two

4. years.

5. Section 2: Local music stores and businesses will be offered tax breaks for providing instruments and

6. instruction on a voluntary basis.

7. Section 3: The measure will be funded by voluntary donations from major music labels who will be

8. offered tax breaks in proportion to the amount they give towards music education.

A bill to end the practice of congressional salary self-determination



1. BE IT ENACTED that

2. Section 1: Salaries of United States Congressmen and Senators shall be set, no longer by themselves,

3. but by the individual legislatures of their respective states.

4. Section 2: Each member of the U.S. House of Representatives from a particular state shall receive a

5. single annual salary in amount determined by that state’s House of Representatives. Each

6. state House shall use such criteria and judgment as they deem appropriate to determine

7. said amount. Every member of a state’s delegation will receive the same salary.

8. Section 3: Each U.S. Senator from a particular state shall receive a single annual salary in amount

9. determined by that state’s Senate. Each state Senate shall use such criteria and judgment

10. as they deem appropriate to determine said amount. Both Senators of a state will receive

11. the same salary.

12. Section 4: Official state legislation will be required for individual changes in salaries for the

13. state’s U.S. Senators and Representatives. Processing of the legislation will be subject

14. to internal rules established by the state legislatures themselves.

A resolution to give the right to own registered automatic weapons to citizens over 18 years of age



1. BE IT ENACTED that

2. Section 1: All citizens over the age of 18 be given the right to own registered automatic weapons.

3. Section 2: Acquisition and distribution of these weapons shall be subject to the pre-established

4. rules for the ownership of guns, including fire-arm training, taxing, and licensing.

5. Section 3: This legislation shall go into effect immediately.

A bill to allow the free market promotion of Nuclear Energy



1. BE IT ENACTED that

2. Section 1: Nuclear energy is a very restricted industry and is prevented from expansion due to

3. unnecessary economic, industrial, environmental, and commercial restrictions set by the

4. United States Government.

5. Section 2: Therefore all afore mentioned restrictions on Nuclear Fusion or Fission energy shall be

6. lifted. Also all corporate taxes and income taxes placed on nuclear power companies,

7. employees, and owners shall be lifted.

A bill to increase fuel efficiency in the United States



1. BE IT ENACTED that

2. Section 1: All passenger automobiles must have a national fleet average of fifty miles per gallon

3. Section 2: "Passenger automobiles" refers to cars, SUVs and trucks only, NOT planes, boats, or buses.

4. Section 3: All required enforcement will be used

5. Section 4: This bill will affect all cars, SUVs and trucks sold in the United States by the year 2030

6. Section 5: All other laws that are in conflict with this new policy shall hereby be declared null and

7. void.

A bill to create subsidies for small farms and to encourage organic farming.



1. BE IT ENACTED that

2. Section 1: Be it enacted that financial support from the government will be provided to all farms

3. that make less than two hundred thousand dollars anually and additional support be given

4. to farms that farm organic produce.

5. Section 2: Financial support to farms will be presented with government subsidies and additional

6. subsidies be given to farms that farm organic produce. Produce is food other than meat and

7. refined ingredients. Food that is classified as organic will be grown on ground without

8. pesticides, chemicals, and/or a company made fertilizer or will be grown on ground that

9. has had not had pesticides or chemicals used on that ground in the past decade. Organic

10. produce may have had compost that has rested for a minimum of two years and has not had

11. any pesticides, chemicals, and/or company made fertilizer added, and still be organic.

12. Section 3: The FDA, USDA, and other food and drug related government administrations will enforce

13. this bill upon meeting the opening date.

14. Section 4: This bill will hereby be effective on the first of January 2010.

15. Section 5: All other laws that are in conflict with this bill shall hereby be declared null and void
